About the Presenters: Toby Lau, P.Eng. and Dave Ramslie, MSc, LEED-AP

Toby Lau, P.Eng. is the Codes & Standards Principal in the Power Smart group of BC Hydro. Toby and his team support the provincial and federal governments in the development and implementation of energy efficiency regulations as well as building energy codes. He is a member of the Standing Committee on Building Energy Efficiency for Buildings, which is responsible for the technical contents of the Canadian National Energy Code for Buildings (NECB). Toby also chairs the task group that developed the lighting and electrical power parts of the NECB.

Toby is a Past-President of the BC Chapter of the American Society of Heating, Refrigerating and Air-Conditioning Engineers, Inc. (ASHRAE). He holds M.Sc. and B.Sc. (Engineering) degrees from the University of London, England.

Dave Ramslie, MSc, LEED-AP is a Principal with Integral Group and has over a decade of experience in the green building industry, Dave is a leader on urban sustainability issues and policy. He is widely regarded as one of the most innovative policy makers in the Pacific Northwest, due to his track record of delivering effective programs and building lasting partnerships. As a pragmatic problem solver and a highly engaging public speaker, Dave has presented his findings to a variety of audiences.

About the topic:

In light of the new energy efficiency requirements in the BC Building Code that came into effect in December 2013, managing code compliance in Part 3 new construction with regards the thermal performance of wall assemblies has been highlighted by both industry and local governments as area of potential focus and collaboration. Recently an ad-hoc group consisting of the Provincial Government, BC Hydro, a selection of local governments with the assistance of the Integral Group completed some preliminary research on code compliance issues and some potential solutions. The purpose of this presentation is to review current findings with the Building Enclosure industry and collaboratively develop potential solutions. The study is based primarily on interviews with practitioners and builds on previous work which canvassed more broadly building officials and the professional associations.
